Prime Minister Narendra Modi and French President Emmanuel Macron discussed expansion of India's UPI services in France, alongside signing 19 agreements.The two leaders held discussions on a wide range of areas, including AI, startups, trade, infrastructure, mobility and health, the Ministry of External Affairs said. They also exchanged views on key international and regional issues.Modi landed in the French Mediterranean city last night and inaugurated the 'Bharat Innovates' event with Macron.“A further step to strengthen India-France partnership! PM @narendramodi held bilateral talks with President @EmmanuelMacron where they reviewed the progress in India-France Special Global Strategic Partnership,” the ministry’s spokesperson Randhir Jaiswal said in a post on X.He further said, “The leaders discussed areas including innovation, trade & investment, sustainability, security, culture and people to people ties.”“The meeting resulted in several outcomes in areas of innovation & AI, science & space, startups & fintech, trade & infrastructure, mobility and health among others. The leaders also exchanged views on key international and regional issues,” he added.The prime minister expressed gratitude towards 'friend' Macron for taking part in ‘Bharat Innovates.’"He shared valuable points during his speech earlier today. The roadmap promotes academic mobility and industry-academia linkages and accelerates development of joint solutions for global challenges.Creation of a Joint India-France Al Working Group focused on Al governance: This builds structured bilateral mechanism for Al initiatives and supports joint R&D, capacity building, academic and industry exchanges. It also promotes startup linkages and innovation.Establishment of a National Centre of Excellence for Skilling in Aeronautics and Allied Sectors at NSTI, Kanpur: Under this, India and France would supports skilling, institutional linkages and research in aviation and aerospace sectors. It strengthens workforce readiness for manufacturing and MRO.Expansion of UPI at Paris airport and Nice: The initiative strengthens India's digital public infrastructure footprint in Europe and improves the payment experience for Indian tourists, students, diaspora, business travellers and official delegations. It showcases India's secure, low-cost and scalable digital payments model in Europe.Incubation of an additional 10 Indian startups at Station F: The agreement provides Indian startups a structured landing platform in Europe with access to French mentors, investors, corporates and market networks. It supports the global expansion of India's Al and deep-tech startups.India and France agreed to establish a Centre of Digital Sciences between Department of Science and Technology and Institut National de Recherche en Sciences et Technologies du Numérique to strengthen India's research and innovation ecosystem by providing Indian researchers and startups access to leading French expertise. It supports capacity building, joint R&D, talent mobility and technology development in priority areas.Establishment of an ICCR India Chair on "Al, Innovation and Culture" at Universite Paris-Saclay: The agreement strengthens India-France academic and cultural cooperation and promotes teaching and research on Al, innovation and culture. It would involve an academic exchange and knowledge sharing.Pilot Project between ICMR and Health Data Hub of France: The agreement enables India to position DEPA as a trusted, consent-based and privacy-preserving model for international health data collaboration and helps build institutional capacity in health data governance. It would also support Al-driven medical research and create a scalable framework for secure health data pilots.Creation of High-Level Annual Mechanism for realizing the goal of doubling bilateral trade in the next five years: The agreement provides a high-level annual platform to monitor and accelerate bilateral trade growth and addresses sectoral challenges and identifies new areas of economic cooperation. It would also support supply-chain diversification and stronger industry linkages.Institution of an Economic Security Dialogue: India and France agreed to advances cooperation in strategic sectors including critical minerals, critical tech, semiconductors, energy and strengthen India's economic resilience and strategic autonomy with focus on cybersecurity infrastructure.India and France issued a 'Declaration of Intent on Cooperation on Railway and High-speed Railway Development in India' to support India's railway modernisation and high-speed rail ambitions. It would help promote resilient railway manufacturing supply chains and build capacity through cooperation with institutions such as Gati Shakti Vishwavidyalaya and French industrial and academic partners.General Security Agreement on the Exchange and Protection of Classified Information: This allows exchange of information between India and France in a secured manner, by providing a legal framework and enhances India-France cooperation in strategic areas, and promotes India-France defence industrial collaboration and Make-in-India projects. India and France signed a Letter of Intent between ISRO and CNES concerning cooperation in the field of microgravity research and human space exploration. It would strengthens cooperation between ISRO and CNES in the field of microgravity research and human research studies, and contribute to India's expertise for the Gaganyaan human spaceflight program and planned future Bharatiya Antariksh Station.PM Modi thanked President Macron for the swift operationalisation of visa-free transit for Indian nationals at French airports, the MEA said, further informing that they discussed ways to enhance the mobility of talent and students between the two countries and expanding mutual recognition of educational qualifications.PM Modi has invited French universities to open campuses in India under the New Education Policy. The two leaders also agreed to enhance cooperation among museums and cultural institutions, including the National Maritime Heritage Complex in Lothal.
