Ahead of the start of the Budget session in the Kerala Assembly, newly-elected legislators will be given an overview of the House’s procedures over a two-day session this week. Chief Minister V.D. Satheesan will inaugurate the orientation programme for legislators at the Assembly complex on Wednesday. Leader of Opposition Pinarayi Vijayan will deliver the keynote address. Assembly Speaker Thiruvanchoor Radhakrishnan and Deputy Speaker Shanimol Osman will speak on the occasion. Over Wednesday and Thursday, a number of sessions will be held on the question hour, adjournment motion, resolutions and motions conducted under relevant rules, and parliamentary etiquette.They will also provide an overview of the Assembly committees and their relevance, the concept of e-Assembly and procedures related to the State Budget and the effective use of the Asset Development Fund. Former Lok Sabha Secretary General P.D.T. Achary is among the speakers. “Such orientation programmes are routinely held at the start of every new Kerala Legislative Assembly (this is the 16th KLA) so that new members gain a knowledge of the procedures of the Assembly and the budgetary process,” Shaji C. Baby, Secretary (in-charge), Kerala Legislative Assembly, said.The two-day orientation programme comes just ahead of the presentation of the Revised State Budget for 2026-27 by Mr. Satheesan on June 19. Over the years, the Kerala Assembly has consistently set a model for other State Legislatures in the annual number of sittings and its legislative output.Following the UDF victory in the 2026 Assembly polls, the newly-elected legislators were formally sworn in as Members of Legislative Assembly (MLA) at the first session of the 16th Kerala Assembly on May 21.
