Recent media reports about the proposal to commercial Banks for a $300,000 overdraft for each of the 51 Districts for Development have raised public concern and underscore the need for greater transparency in the Government of Samoa's management of district development funds.
The public understands and supports the objective of improving local communities through district development projects. However, questions are now being raised about both the governance of these funds and the processes being followed by those responsible for administering them.
Particular concern arises from reports that the request for overdraft facilities was initiated by the Ministry of Women, Community and Social Development rather than the Ministry of Finance. If this is correct, the public deserves clarification on whether the proposal received Cabinet approval, whether the Ministry of Finance was consulted, and under what legal authority such arrangements were pursued.
At the same time, questions have emerged regarding the use of district resources in connection with recent public and political events, including the opening of the incomplete parliament office, where fine mats and money envelopes were presented to the Government and political fundraising activities last weekend, where reports of the directive issued to District Committees to fund corporate tables for the event. While these matters require verification, the concerns are serious enough to warrant a clear public explanation. District Development Council funds are intended to serve the development priorities of communities and should not be the subject of uncertainty regarding their use.
