BENGALURU: The confusion over Bengaluru development portfolio remained unresolved on Wednesday with senior minister Krishna Byre Gowda awaiting a clarification on the scope of his responsibilities before taking charge.He has not yet taken charge of the Greater Bengaluru Authority (GBA), Bangalore Water Supply & Sewerage Board (BWSSB) and Bangalore Metro Rail Corporation (BMRCL) and it was not known if he will do so on Thursday.Gowda, who represents Byatarayanapura in Bengaluru in the assembly, is said to be upset that he has not got full charge of Bengaluru. The plum charge of Bangalore Development Authority (BDA) and Bangalore Metropolitan Region Development Authority (BMRDA) remains with chief minister DK Shivakumar.The US-educated Gowda is said to have conveyed to the AICC leadership that he could deliver effectively as a minister only if the entire Bengaluru Development charge was assigned to him without slicing it up. In fact, Bengaluru affairs is also the portfolio the chief minister had promised veteran Congress leader Ramalinga Reddy in May 2023 after the Congress won assembly elections. But when Reddy was ended up with water resources portfolio, he refused to take charge. He relented only after AICC general secretary RS Surjewala stepped in and persuaded him. Rahul Gandhi had apparently declined to concede Reddy’s demand fearing that a single act of concession could trigger similar demands from others.Krishna Byre Gowda is in Delhi and discussed the subject with Shivakumar on Wednesday. The AICC is learnt to have asked Shivakumar to sort it out between themselves. The two are expected to have another round of discussion in Bengaluru after both return on Thursday. Independent observers say the minister will not have much say after the five city corporations under the GBA will get their own elected councils by August 31, as mandated by the Supreme Court. Big ticket infrastructure projects, on the other hand, are being handled by the BDA, which is headed by a senior Bengaluru MLA NA Haris, a Shivakumar loyalist and ministerial aspirant.Haris’s seniority may also be one of the reasons the party did not want to put a minister above him.Shivakumar, who is on a two-day visit to Delhi, met Sonia Gandhi, Rahul Gandhi, and AICC General Secretary Priyanka Gandhi on Wednesday. He also held brief political discussions with Gandhi.
