The Telangana High Court imposed costs of five lakh rupees on Ittina Private Properties Limited and its director Manu Ittina, dismissing a writ petition filed by them claiming rights over 15 acres of government land at Khanamet village of Serilingampally mandal in Ranga Reddy district.Justice Nagesh Bheemapaka of the HC, pronouncing verdict on Tuesday in the writ petition filed nearly 10 years ago, ordered a probe by the Crime Investigation Department (CID) into the ‘acts of fabrication and creation of bogus patta certificates portraying them as genuine documents’. The judge instructed the Director General of Police (DGP) to constitute a Special Investigation Team (SIT) headed by an officer of the rank of Additional Commissioner to probe different aspects of the matter and report compliance to the Chief Secretary within four weeks.The costs imposed on the petitioners should be paid to the Chief Minister’s Relief Fund. The investigation should cover the aspects of some persons securing the Record of Rights (ROR) proceedings and possible involvement of officials of Revenue and other departments in creation of fabricated documents, the judge said.The judge observed that it was ‘manifestly clear that documents were fabricated, the officials of the government have become mute spectators and have not initiated any action against officers responsible’. “This court expresses dissatisfaction about the conduct of the officers concerned,” the verdict said.The patta certificates, presented by the petitioners, were issued by Rajendranagar Tahsildar on January 5, 1972, April 23, 1973 and April 23, 1973. However, the Rajendranagar Tahsildar office was established only in 1978. Hence, the said certificates were fake and bogus. Any subsequent entries made in land records based on the certificates were not valid and no rights would accrue to the petitioners, the judge said. Published - June 09, 2026 09:40 pm IST
