DAVAO CITY—Mayor Sebastian “Baste” Duterte has blamed the Department of Environment and Natural Resources (DENR) for the city’s mounting garbage crisis, pointing to the agency’s closure of the sanitary landfill in Barangay New Carmen.

The suspension of landfill operations, which took effect on May 22, was triggered by a trash slide on May 20 that buried 15 houses in a nearby community, resulting in the deaths of two people. One person remained missing as of Friday.
