Jay Mishra, the registered owner of Flourish Stay B&B, was submitting an application on the Municipal Corporation of Delhi (MCD) portal seeking renewal of its ‘Tea and Snacks stall (without seats)’ licence even as rescue operations were under way at the six-storey property where the blaze broke out on Wednesday, said sources.The devastating fire broke out on the ground floor around 8.30 a.m., and the MCD received the renewal request between 9.30 a.m. and 10 a.m. on the same morning, said a senior civic body official.
