The EU is poised to pitch cheaper mobile roaming fees to citizens in the Western Balkans ahead of an enlargement summit in Montenegro on Friday.
Ministers in Luxembourg on Thursday will give the European Commission the green light to start negotiations with each of the six Western Balkan countries seeking to join the EU.
It comes as Brussels grapples with how to keep countries that have spent years waiting to join the EU within its orbit without conducting in-depth internal reforms.
