MANILA, Philippines — The Senate finally convened its session on Wednesday with Sen. Francis “Chiz” Escudero, the lone member of the 13-member majority bloc, in attendance.
Amid the applause erupting from the gallery of the session hall and from some of senators themselves, Escudero entered the session hall a little past 3:00 p.m., joining the 11 members of the minority group, who had arrived ahead of him.
