The State government has reimposed the ban on transfers of employees with effect from Monday.Posting orders should be issued to to employees on account of promotion to clear existing vacancies without shifting any other employees. Posting orders to employees due to disbandment of posts, reversions, repatriations, deputations (on foreign service only) and disciplinary proceedings should be issued in clear vacancies without shifting other employees.Posting orders for employees on return from long leave of more than six months should be issued in clear existing vacancies. Vacancy arising out of leave upto a period of six months should not be filled by transfer, Finance secretary Sandeep Kumar Sultania said.The government said that except for certain categories of employees, no relaxation proposals should be entertained by any department for a period of six months starting Monday (June 1). The administrative department in the secretariat should obtain orders in circulation to the Chief Minister through Finance Secretary, Chief Secretary, Minister concerned and the Finance Minister.In respect of existing vacancies to be filled for administrative efficiency, they should be filled with persons completing one year of active service at their present station, duly submitting proper justification of the proposal for obtaining concurrence of the Finance department. The senior official directed the Director of Treasuries and other officials concerned not to admit the pay bills of the employees whose transfers were considered in deviation of Monday’s orders.
