Director General of Police C.V. Anand on Saturday called for comprehensive reforms in the Telangana Police Department, stressing the need to modernise policing practices, strengthen accountability and improve public service delivery in response to changing social conditions and emerging challenges.Addressing a high-level video conference attended by Commissioners of Police, Superintendents of Police, Deputy Superintendents, Assistant Commissioners, Circle Inspectors, Sub-Inspectors and Commandants across the State on the theme “Adoption of Effective Policing Standards”, the DGP said the government expected the police force to adapt to contemporary policing requirements.He observed that negative trends such as negligence in duty, procedural violations, disregard for the chain of command and corruption needed to be checked. He urged officers to abandon outdated practices and bring about a significant transformation in service delivery while maintaining strict discipline across all ranks.Referring to the State’s security priorities, the DGP said Telangana Police had spent nearly three decades focusing on combating Maoist and Naxalite activities. With Naxal influence having largely disappeared over the past 15 years, he said the time had come to reassess the relevance of specialised units such as Greyhounds and the Special Intelligence Department and consider restructuring them in line with present-day policing needs.As part of the proposed reforms, the DGP announced the establishment of a Traffic Management and Road Safety Bureau to standardise traffic management and road safety measures across Telangana. He also revealed plans to create a dedicated Food Adulteration Wing to tackle food adulteration and a Vigilance and Enforcement Wing to prevent leakage of government revenue.Emphasising women’s safety and the prevention of child trafficking, he instructed officers not to compromise on these issues and called for further strengthening of Bharosa Centres and She Teams.Expressing dissatisfaction with the implementation of CCTNS 2.0 and other technology platforms at police stations, the DGP announced the formation of a special “DGP Tech Team” comprising young IPS officers under the supervision of senior technical and CID officials. The team will monitor technology systems and facilitate the introduction of advanced applications such as Hawk Eye Ultra and TG-COP Ultra.The DGP also stressed the importance of internal discipline, directing officers to maintain respect for senior officials and ensure proper coordination within the force. He said unit officers should function as leaders rather than mere supervisors and uphold the highest standards of integrity while maintaining law and order.To strengthen monitoring of field performance, he directed all Commissioners and Superintendents of Police to conduct monthly crime review meetings before the 15th of every month and submit reports to the DGP’s office and the CID by the 20th. He also announced the appointment of four special Deputy Inspectors General of Police to oversee and guide unit officers across districts.Further, the DGP mandated that every unit officer conduct at least two surprise inspections each month and personally record inspection notes. He also instructed officers to undertake annual inspections, conduct field visits and strengthen engagement with local communities.In a move aimed at improving public access to police services, he directed all police units to reserve time daily from 3 p.m. to 5 p.m. for meeting petitioners and addressing grievances.On police welfare, the DGP said the government had taken a positive decision regarding approximately ₹6,000 crore in pending dues and retirement benefits across departments.
