The Kerala State Human Rights Commission (KSHRC) has directed the Thiruvananthapuram District Collector to initiate a probe by the Revenue Divisional Officer (RDO) into a ride collapse at Happy Land amusement park in the city on May 28 that left 14 people injured.Taking suo motu action on the basis of newspaper reports, commission chairperson Alexander Thomas said notice should be issued to the park management, panchayat secretary and the station house officer concerned, and a site visit must be conducted and detailed report prepared.Reasons for the accident, whether the park has received the panchayat’s licence, details of those injured, steps to prevent repeat of such accidents, and whether the swimming pool at the park can be used should be investigated.The District Collector, on the basis of the RDO’s report, should submit a detailed report to the commission within three weeks.The commission directed the Manikkal grama panchayat secretary to clarify whether the ride that collapsed had got fitness clearance prior to the panchayat issuing the licence to the park. Steps taken in the wake of the accident should also be communicated within three weeks.The commission also directed the District Police Chief (Rural) to initiate a Deputy Superintendent of Police-level probe into the incident and submit a report.Representatives of the District Collector and the District Police Chief (Rural), and the Manikkal grama panchayat secretary should be present for a sitting at the commission headquarters at 10 a.m. on July 4.
