A new report from the European Legal Support Center (ELSC) cites 964 incidents that it says constitute a systemic pattern of repressing Palestinian solidarity across the United Kingdom, including within the higher education sector.

The report, titled “On All Fronts: The Multi-Sited Repression of Palestine Solidarity in Britain”, identifies universities as an important setting in which these incidents have taken place.

The 964 incidents it analyses occurred between January 2019 and August 2025 and are documented in an “Index of Repression” compiled by ELSC with help from the research group Forensic Architecture.

Within this dataset, students and academics appear among the most frequently targeted groups, accounting for 336 recorded incidents. The figures indicate that universities have become a key location within what Robert Trafford, of Forensic Architecture, has described as a “multipolar and self-reinforcing” system aimed at silencing expressions of Palestinian solidarity.
