EWING, New Jersey — Gov. Mikie Sherrill announced plans Friday to create protected protest zones near a federal immigration detention center in Newark that has become the site of repeated clashes between federal law enforcement officials and activists.

The move by New Jersey’s Democratic governor is an attempt to head off a surge of federal authorities, including Immigration and Customs Enforcement agents, that she fears could create the kind of chaos seen earlier this year in Minneapolis. Sherrill said she wants to “lower the temperature” and doesn’t want to give the Trump administration a “pretext” to intervene further in the state.
