Close on the heels of Kerala Chief Minister V.D. Satheesan announcing a dedicated department for the welfare of the elderly, said to be the first such in the country, the State government has proposed making all cities in the State elderly-friendly in a phased manner.The Vayomithram scheme launched by the previous UDF government led by the late Oommen Chandy will be expanded to all block panchayats to provide home-based health care and mental health support to the elderly, said Governor Rajendra Arlekar in his policy address in the Assembly on Friday.A new programme called ‘Care Cabin’ will establish support centres in all District Collectorates to provide legal aid, health care, and protection services to the aged.The government proposes to expand Smrithi Cafes, dementia day-care centres and specialised memory clinics across the State to address the growing incidences of cognitive impairment and dementia. Awareness programmes are planned to be conducted for middle-aged people.Disability CensusUnderscoring its commitment to ensuring the rights and dignity of persons with disabilities in accordance with the Rights of Persons with Disabilities Act, 2016, the government has proposed to revise the Kerala State Policy for Persons with Disabilities, 2015 by defining the responsibilities of government departments, agencies, and local self-government institutions.A State-wide ‘Disability Census’ and comprehensive online registry will be developed to strengthen planning and service delivery.
