Kerala Governor Rajendra Vishwanath Arlekar on Friday (May 29, 2026) announced that the State government will establish an Academic Syndicate as an apex body to coordinate administrative and governance issues in the higher education sector. The proposal is said to be part of a broader push to modernise and strengthen education in Kerala.In his policy address in the Legislative Assembly, the Governor said the government would focus on developing globally competitive higher education institutions within Kerala to reduce academic migration and retain talented students in the State. Steps would also be taken to ensure that University Grants Commission (UGC)-approved degrees are recognised in the state in a uniform and transparent manner.The address stressed that education remained one of Kerala’s greatest strengths and that the future of the State depended greatly on the quality, accessibility and relevance of its education system. The government, the Governor emphasised, was committed to modernising the sector, while fully preserving its social character and accessibility.The policy address further proposed the development of a State-wide apprenticeship exchange platform connecting students and industry.Jawaharlal Nehru Scientific CentresThe government also plans to establish Jawaharlal Nehru Scientific Centres to inculcate scientific temper among students. It is also proposed to launch a ‘Semester in Kerala’ programme and strengthen academic tourism.The Governor announced that the number of Plus Two seats in all districts would be increased based on need.The government hopes to upgrade government schools and colleges with modern facilities, digital learning systems and improved academic standards. Skill-development programmes would also be expanded to improve employability and industry readiness among the youth.Moreover, higher education institutions would be encouraged to become centres of excellence, innovation and research through stronger collaboration among academic institutions, industry and research organisations, the Governor said, adding that the objective was to ensure Kerala’s graduates remained globally competitive.
