More than a million young people are not just unemployed, they aren’t learning and if they claim benefits at 16 many are likely to spend almost as many years out of work with the door to opportunity closed.

Alan Milburn says his report for the government reveals a moral crisis, probably the most significant issue facing Britain – and he will make his recommendations in the Autumn. It isn’t about a new jobs programme he says, but systemic change from national and local government, business, education and charities. And it will require substantial changes to the way benefits work for young people.
