Telangana Chief Minister A. Revanth Reddy issued directions to explore possibilities of developing a unified card to extend benefits of all the welfare schemes being implemented by the government.Individual detailsThe unified card should encompass details pertaining to the department wise quantum of benefits being extended to individuals. Officials are directed to start work on the unified cards gathering information of beneficiaries from different departments through a special drive.AgendaThe Chief Minister said the reason behind designing such card is to prepare welfare profiles of all individuals and implementation of the spree of welfare schemes could be made more transparent if the data was analysed through artificial intelligence. The exercise would help the government identify ineligible people who were taking the benefits.The initiative would put an end to disbursal of different cards. Officials could accordingly incorporate details pertaining to Aarogyasri Health Scheme, fee reimbursement scheme, insurance coverage as well as the details of enrolment into the soon to be launched insurance scheme in the card. Officials were directed to study the scope for issuing a unique identification number on the lines of Aadhar for the unified card which could be linked with the information of the Socio, Economic, Educational, Employement, Poitical and Caste (SEEEPC) survey.Profiling individual detailsYoung officers with expertise in technology could be entrusted the responsibility of the preparation of data for developing the unified card. The Chief Minister directed the departments to collect information pertaining to contract and outsourcing employees too as part of the exercise. He directed the officials to utilise artificial intelligence to profile individual details so that the card would contain the health information pertaining to all.Steps should be taken to see that information was updated on real time basis. Issue of death certificates, for instance, should be uploaded into the pension related database so that further action could be initiated into the issue. Mr. Reddy wanted the officials to study the methodology adopted by Kerala government in respect of people migrating to Middle East, as availability of information pertaining to passports and visas would reduce the scope for unofficial agents interfering in the process.
