Last spring, the provincial government expanded strong-mayor powers to nearly half of Ontario’s municipalities. While Premier Doug Ford’s cabinet advertised these powers as a tool to address the housing crisis, no one — including the government itself — has published a comprehensive analysis of how the powers are actually being used on the ground.
The Star wanted to know: Are they really being used to create a significant number of new homes? And how else are mayors wielding their unprecedented new powers?
