HAIKOU, May 25. /TASS/. Authorities in China’s southern island province of Hainan plan to attract more than 700,000 specialists by 2030 as part of a talent development plan for the 15th Five-Year Plan period (2026-2030), Hainan Daily newspaper reported.

According to the published plan, by 2030 the number of highly qualified personnel in the province is expected to reach 130,000. Authorities also plan to significantly increase the share of highly skilled specialists among technical workers and expand the number of young scientific and technical professionals.

The document calls for the creation of a more open talent recruitment system, expansion of international personnel cooperation and an increase in the number of national scientific and innovation platforms. In addition, the authorities intend to create a “first-class talent ecosystem” by ensuring average annual growth in investment in research and development at a level of 12%.

The plan includes 44 measures across eight areas. These include developing key talent attraction centers in the cities of Haikou, Sanya, and Danzhou, supporting industrial parks, simplifying conditions for foreign specialists, and training scientific personnel, engineers, international business specialists, and managers.
