Guwahati: Manipur Police chief Rajiv Singh was appointed as Secretary (Security) in the Cabinet Secretariat, according to a Personnel Ministry order. Ladak DGP Mukesh Singh is likely to be made the new DGP of Manipur.The Appointments Committee of the Cabinet (ACC) has approved the transfer of Director General of Police (DGP), Ladakh, Mukesh Singh, to Manipur on inter-cadre deputation for a period of three years.As per an official order issued by the Department of Personnel and Training under the Ministry of Personnel, Public Grievances and Pensions, the decision follows a proposal received from the Ministry of Home Affairs dated May 15, 2026.The approval has been accorded as a special case in public interest, with relaxation of the standard rules governing inter-cadre deputation and waiver of the mandatory cooling-off period after central deputation.Mukesh Singh, an IPS officer of the AGMUT cadre, is a BTech graduate in civil engineering from the Indian Institute of Technology (IIT) Delhi and joined the Indian Police Service in 1996. He also worked in the National Investigation Agency (NIA). Singh has been associated with counter-terrorism operations in Jammu and Kashmir as well as at the NIA.On June 1, 2023, at the heights of violence in Manipur Rajiv Singh who belonged to the Tripura cadre was made Director General of Police (DGP) of Manipur replacing state police chief P. Doungel.Rajiv Singh, a 1993 batch IPS officer of Tripura cadre.Singh, who was earlier Director Fire and Emergency Service and Additional Director General of Police (Law and Order) of Tripura. He worked as Inspector General of CRPF.More than 260 people were killed, over 1,500 injured, and more than 60,000 displaced after ethnic violence broke out between the Meitei and Kuki-Zo communities on May 3, 2023. The violence erupted after a ‘Tribal Solidarity March’ was organised in the hill districts to protest the Meitei community’s demand for Scheduled Tribe status.kmmManipur has been under President rule since February 13, 2025, which was revoked in February this year.The violence which was earlier limited to Meitei and Kuki areas has engulfed Naga dominated areas.
