A new state borrowing cycle is likely, but final decisions depend on precise calculations from the Ministry of Finance, according to MP Stefan Belchev from “Progressive Bulgaria.”
Speaking on NOVA NEWS, Belchev said preparations for the 2026 budget are already underway and emphasized the need for a structured fiscal approach before any debt issuance is confirmed.
“We are ready to accept their estimates during the already started budget procedure for 2026 of the regular budget, so that they can pass the first and second reading and be published in the state gazette in the fastest and most expeditious way possible,” Belchev said.
He noted that the state administration still faces efficiency challenges and pointed to ongoing discussions about structural reforms. According to him, improving administrative performance remains a key objective, with expectations that productivity could increase significantly under planned changes.
“We have the absolute determination that the efficiency ratio in the state administration will jump at least twice,” he stated, adding that the system contains around 12,000 positions he described as unnecessary, which continue to place pressure on public finances.
