The Civil Society Budget Implementation Assessment, Monitoring and Evaluation Committee (CBIAMEC) has called on President Bola Tinubu to urgently review the centralised payment finalisation system operated by the Office of the Accountant General of the Federation (OAGF).
The committee warned that the arrangement is slowing public projects and hurting service delivery across the country.
Speaking during a protest rally, the Chairman of CBIAMEC, Amb. Splendour Agbonkpolor, said the group’s action was not an attack on financial oversight but a demand for reforms that would restore efficiency, accountability, and timely execution of government projects.
According to the group, Ministries, Departments and Agencies (MDAs) previously operated a decentralised payment system under the Government Integrated Financial Management Information System (GIFMIS), where Accounting Officers processed and finalised approved payments within established financial regulations and audit controls.
