MANILA, Philippines — Senate President Alan Peter Cayetano retained control of the upper chamber on Monday with the majority holding a slim 13-11 edge over the minority,

The latest number came amid shifting alliances, following the decision of Senators Juan Miguel Zubiri and JV Ejercito to formally join the minority bloc after previously identifying as independents. Their move is seen as strengthening the opposition group within the chamber.
