Guwahati: Arunachal Pradesh Cabinet, chaired by Chief Minister Pema Khandu, convened on Thursday was briefed about the status of Inner Line Permit (ILP) in the state. In the new guidelines 2026 to strengthen and modernise the ILP regime under the Bengal Eastern Frontier Regulation, 1873.The ILP will include a fully digital eILP system with QR code verification at all check gates to eliminate fake permits. Adhar-based authentication, mandatory police verification, and strict sponsor accountability for work ILPs to ensure complete traceability.The revamped ILP provides for enhanced penalties for overstay and other ILP violations with provisions to bar violators for upto 2 years besides district Task Forces and surprise checks by SPs/SDPOs at entry gates, markets, worksites and other routes to ensure strict compliance. The cabinet has decided that in the Urban Affairs sector, the Cabinet approved the Arunachal Pradesh Tenancy Rules, 2026 aimed at operationalising provisions of the Arunachal Pradesh Tenancy Act, 2022 for creating a transparent, accountable and inclusive rental housing ecosystem in the State. The Rules provide for establishment and functioning of Rent Authorities, Rent Courts and Rent Tribunals, besides laying down procedures concerning tenancy agreements, security deposits, registration, eviction, dispute resolution and regulation of residential and commercial rental properties.The Cabinet also deliberated upon the proposed “Arunachal Pradesh Airport Area Development Authority Bill, 2026” aimed at strengthening planned urban development around airport areas, including the Hollongi region adjoining Donyi Polo Airport, Tezu, Pasighat etc. The proposed legislation seeks to replace the Arunachal Pradesh Airport Area Planning and Development Authority Act, 2023 and incorporate modern urban planning concepts such as land pooling, town planning schemes, local area planning and sustainable aero-city development models. The earlier legislation had envisaged utilisation of 102.38 hectares of government land adjacent to the airport area for development of world-class urban infrastructure.Austerity measureThe State Cabinet issued austerity measures for compliance of all. And stated that no Foreign travels by Ministers and Government Officials for next 1 year, 50% reduction of convoys of CM, Deputy CM and Ministers, “Virtual First” policy for all meetings. Tickets for unavoidable official travels are booked 15 days in advance and LTC travel 45 days in advance. 100% adoption of e-office/ paperless desks by all subordinate offices, circle offices, SDO headquarters by March 2027 besides encouraging carpooling and use of public transport for all officers and school and college students. The cabinet meeting stipulated that no procurement of new vehicles except emergency service requirement vehicles, AC temperature shall be controlled (24* C and above) to optimize electricity usage, encourage minimum usage of edible oil in Government Schools, colleges, hospitals and canteens, promote certified organic farming across agricultural and horticultural farming, All electronic items procure by Government to be 5-star energy efficient rated.

Arunachal Pradesh Cabinet approves a modernized Inner Line Permit system with digital verification and enhanced penalties. The government also greenlit new tenancy rules for a transparent rental housing ecosystem and a bill to strengthen urban development around airports. Austerity measures, including travel restrictions and reduced convoys, were also implemented.
