Prior to Tuesday’s dinner, Charles delivered an address to Congress, the only British monarch aside from his mother, Queen Elizabeth II, to do so. He was not expected to delve into politics, as the monarchy represents the U.K., rather than governs it. Charles made only veiled references to disagreements with the U.S. during his speech, telling lawmakers, “ours is an indispensable partnership.
