The Delhi High Court has set aside the suspension of Ramanujan College Principal Rasal Singh, ruling that the constitution of a fact-finding committee to inquire into sexual harassment complaints was contrary to the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (POSH).
Justice Purushaindra Kumar Kaurav delivered the judgment on Friday (April 24, 2026) while hearing a petition filed by Mr. Singh, who had challenged both his suspension and the formation of the ad hoc fact-finding committee by Delhi University.
Three women faculty members of the college had submitted complaints between March and April 2025 alleging misconduct, including sexual harassment, against the principal. Following the complaints, the Deputy Registrar of the university constituted the fact-finding committee. Based on that report, the college suspended Mr. Singh in September 2025.
‘Gross violation’
Appearing for Mr. Singh, senior advocate Geeta Luthra said the authority to determine and inquire into allegations of sexual harassment rests solely with the internal complaints committee. She also said the disciplinary action against the petitioner was based on findings from an inquiry conducted in “gross violation” of the principles of natural justice, and therefore could not be sustained.
