A dispute has surfaced in Telangana over the filling of Assistant Professor posts under the Directorate of Medical Education (DME), with doctors raising objections to the alleged prioritisation of lateral entry over regular direct recruitment.

In a representation submitted to DME Dr. A. Narendra Kumar on Friday, April 17, doctors urged the authorities to adhere to the sequence prescribed under existing government orders and reinforced by Telangana High Court directions.

Citing Government Order (GO) Ms No. 154, the doctors pointed out that in every cycle of five vacancies, three posts are to be filled through direct recruitment, followed by one post for in-service candidates and another through transfer from the non-teaching category. They maintained that this sequence is mandatory and not merely procedural, with direct recruitment designated as the primary mode.

The representation also referred to a Telangana High Court ruling which, they said, clearly mandated that recruitment must follow the prescribed sequence and not be carried out in reverse. Any deviation from this order would be in violation of established rules, they noted.

“The High Court, in W.P. No. 10167 of 2022, clearly stated that regular direct recruitment for Assistant Professor posts must be completed first. Only after finishing the direct recruitment process can the government proceed with lateral entry absorption of in-service doctors. In simple terms, absorptions should not happen before completing regular recruitment. If they are done earlier, it goes against the Court’s order and is unfair to open category aspirants,” a doctor said.
