The House and Senate are both on recess until next week, but even during recesses each chamber holds periodic "pro forma" sessions where a single lawmaker typically bangs a gavel and nothing happens. It's a way around a tricky requirement that both chambers agree on longer adjournments. In a letter to his Democratic colleagues, House Minority Leader Hakeem Jeffries (D-N.Y.) said Democrats would try to interrupt a planned pro forma session on Thursday essentially as a protest against Republicans keeping members in their districts during Trump's war. "To the extent Republican leadership refuses to bring Congress back this week, House Democrats will demand passage of the War Powers Resolution introduced by Ranking Member Greg Meeks via unanimous consent at the next pro forma session on Thursday, April 9 at 11:30 a.m. sharp," Jeffries said in his letter, which encouraged all Democrats to attend the session. It's possible whatever Republican member leads the pro forma will simply ignore the unanimous consent request and gavel the session closed.Democrats will still be able to force a war vote next week when the House returns.
