Lieutenant Governor Manoj Sinha on Wednesday (April 8, 2026) terminated two government employees under provisions of Article 311 of the Constitution of India over their alleged involvement in anti-national activities, taking the number of such employees to around 90.
“The Lieutenant Governor is satisfied under subclause (c) of the proviso to clause (2) of Article 311 of the Constitution of India that in the interest of the security of the State, it is not expedient to hold an enquiry in the case of Farhat Ali Khanday, Class-IV in the Education department. Accordingly, the L-G hereby dismisses Khanday from service, with immediate effect,” reads the order issued by the L-G office.
In a similarly worded order, another employee, Mohammad Shafi Dar, Class-IV (Plantation Watcher) in the Department of Rural Development and Panchayati Raj, from Bandipora’s Hajin was also sacked.
According to the investigating agencies, Khanday, a resident of Ramban, was allegedly working as “a terrorist associate of Hizbul Mujahideen (HM)”. Khanday covertly supported and sustained the activities of the terrorist organisation by receiving, collecting and delivering terror money in 2011. He was released on bail by the orders of the Jammu and Kashmir High Court. “Despite bail, he continues to remain involved in anti-national and subversive activities,” they said.
