Ted Cruz (R-Texas) have a two-step plan, which is to open everything up at the Department of Homeland Security except U.S. Immigration and Customs Enforcement. The partial government shutdown has resulted in a crisis at U.S. airports, where unpaid TSA workers are skipping work and travelers are waiting in long security lines for hours.Kennedy said ICE would be funded through a reconciliation bill, which would only require Republican votes.
