One in three Israeli toddlers spends the day in unlicensed facilities, according to a 2024 survey conducted by the 121 Engine for Social Change nonprofit. In the Haredi community, the phenomenon is particularly widespread, with just 7,000 of an estimated 150,000 children under age 3 in supervised facilities.
