In a clarification note to the RSS-backed trade union Bharatiya Mazdoor Sangh (BMS) on Wednesday (December 10, 2025), the Union Labour Ministry said the social security schemes for unorganised workers, run both by the Centre and the States, would remain unchanged after the implementation of the four Labour Codes.

Several Central trade unions had raised concerns on the future of social security schemes for unorganised workers, such as construction workers and beedi workers as Acts governing their welfare schemes are merged into the Codes.
Centre notifies four new Labour Codes
In a communication to BMS president Hiranmay Pandya, the Ministry said the existing Central government social security schemes for unorganised sector workers would continue after the implementation of the Labour Codes. “Further, the existing State governments’ unorganised workers’ social security and welfare schemes for various sections of the unorganised sector workers will continue. Therefore, there will be no adverse effect on the social security schemes and welfare schemes of Central/ State governments after implementation of Labour Codes,” the letter said.
