Confronted by the footage, Israel had no choice but to launch an investigation into the conduct of its soldiers in Jenin, on Thursday, November 27, in the northern occupied West Bank. During the operation, three members of the Border Police opened fire on two Palestinians who, visibly, had just surrendered. In the video, the two men emerged from a house whose front has just been torn off by an army bulldozer. They lift their clothing to show they are not carrying explosives, approach the soldiers, kneel and then slowly stand up again; it is unclear whether they were acting under orders or on their own initiative.

The soldiers then opened fire, killing the 26- and 37-year-old men, whom the army described as "terrorists" wanted for "throwing explosives and firing at security forces." Just hours after the investigation began, the three members of the Border Police elite unit were released from custody.
