Accusing the Election Commission of India (ECI) of working on a “sinister design to destroy democracy and Opposition parties” through the ongoing special intensive revision (SIR) of electoral rolls across 12 States and Union Territories, the Congress on Tuesday (November 18, 2025) announced that it would hold a public rally against the ECI in Delhi in the first week of December.

The decision was taken at a meeting of the All India Congress Committee’s (AICC) top leadership, including party chief Mallikarjun Kharge, Leader of Opposition in the Lok Sabha Rahul Gandhi, general secretary (organisation) K.C. Venugopal, along with Pradesh Congress Committee (PCCs) chiefs, general secretaries and AICC in-charges of the States and UTs where the SIR is underway.

In his opening remarks, Mr. Kharge explained the need for a robust network of booth level agents (BLAs) during the SIR process, and accused the BJP of “weaponising SIR for vote chori [theft]”.
