The National Commission for Protection of Child Rights (NCPCR) has sought an inquiry and action report into an incident of alleged ragging and assault of a Class 9 student at Delhi Public School, Nacharam, after receiving a complaint.The Commission said the complaint, filed by Karupothula Revanth, raised serious concerns about the safety and security of students on the school premises.According to the complaint, the student was bullied by a group of classmates during a birthday celebration on the school campus. The complainant alleged that the boy was publicly humiliated, verbally abused, falsely accused of inappropriate behaviour, and kicked on his private parts, leaving him injured and bleeding.It was further alleged that the school management neglected to provide immediate medical attention or take appropriate disciplinary action against the accused students.Taking cognisance of the incident under Section 13(1)(j) of the Commission for Protection of Child Rights Act, 2005, the NCPCR directed local authorities to conduct an inquiry and ensure accountability from the school. The Commission has also instructed that the institution comply with the NCPCR’s Manual on Safety and Security of Children and its 2024 Accountability Guidelines on Preventing Bullying and Cyberbullying in Schools.Officials have been asked to submit an Action Taken Report to the Commission within 20 days. In case the school does not fall under their jurisdiction, the matter has been directed to be forwarded to the concerned district administration, with an intimation to the NCPCR.The Commission, which is empowered under the CPCR Act, 2005, to act on violations of child rights and monitor implementation of child protection laws, stated that such incidents undermine a safe and conducive learning environment that schools are legally obligated to maintain.
