Officers rushed to public toilets on Blackpool's Queens Promenade, near Gynn Square, where the violent sex attack of the 16-year-old was reported at around 8pm on Saturday night.
A 16-year-old boy has now been arrested on suspicion of rape.
The boy, from nearby Fleetwood, remains in custody while investigations are ongoing.
The scene is cordoned off while investigations continue.
