Expanding the ambit of the Mukhya Mantri Nishchay Swayam Sahayta Bhatta Yojana to accommodate more unemployed youth, Bihar Chief Minister Nitish Kumar on Thursday (September 18, 2025) announced that the State Government will give ₹1,000 per month for two years to unemployed youths who have completed graduation.At present, the scheme, also known as the Chief Minister Self-Help Allowance Scheme, is applicable to unemployed youth who have passed their intermediate exams only.The scheme was launched on October 2, 2016. It was meant to support unemployed youth who are searching for jobs. The benefits of the scheme, currently being given to youth who have passed intermediate, have now been extended to unemployed youth graduates who have passed arts, science and commerce streams.”Mr. Kumar added that an allowance of ₹1,000 per month will be given for a maximum period of two years to those aged between 20 and 25 and are currently not studying anywhere, or employed in government or private sectors or are self-employed.“I am confident that youth, both male and female, will utilise the self-help allowance to acquire necessary training and also for preparing for competitive examinations to secure their future,” Mr. Kumar said. Expressing hope that the financial support under this scheme will help youth in getting more employment opportunities, Mr. Kumar said that the scheme will make educated youth self-reliant, skilled, and employment-orientated besides contributing positively to the development of both the State and the country. “Ever since the State government was formed in November 2005, it has been our priority to provide jobs and employment opportunities to the maximum number of youth of the State besides according to priority to make them strengthened and efficient,” Mr. Kumar said while asserting the government’s target of providing one crore jobs and employment opportunities both in government and private sectors in next five years.
