Lebanon seemed ready to disarm Hezbollah for a moment last month. Prodded by a destructive and unrelenting war with Israel and under American diplomatic pressure, Beirut tasked the Lebanese Armed Forces with drawing up a plan to that end. Prime Minister Benjamin Netanyahu welcomed this as a "significant step" and promised Israeli support for "Lebanon in its efforts to disarm Hezbollah."
