About 47% of Ministers in India, including in the Union Cabinet and State Cabinets, have declared criminal cases against themselves, out of which 27% are of a serious nature, including murder, kidnapping, and crimes against women, a report by the non-profit Association for Democratic Reforms (ADR) has found.
The poll watchdog examined self-sworn affidavits of 643 Ministers from 27 State Assemblies, three Union Territories, and the Union Council of Ministers.
