Labour is putting forward blueprints for car park 'spy cameras' and giving councils extra powers to fine more motorists.
The Department for Transport proposals include allowing local authorities to install numberplate recognition cameras.
The plans were unearthed through a Freedom of Information request submitted by the Conservatives, after ministers repeatedly refused to publish the document.
It stated the new provisions were needed in 'affluent' areas, such as seaside towns.
Shadow transport secretary Richard Holden said Sir Keir Starmer's government's plans were a 'shameful war on motorists'.
