Moscow and New Delhi have expressed their determination to expand economic ties and energy cooperation despite the US' "secondary tariffs" against India for Russian oil purchases. Behind the rhetoric, however, India's purchases of Russian crude are already showing signs of decline, and New Delhi remains cautious of trading with blacklisted projects.
