This is the moment a fly-tipper was caught dumping a bag of rubbish next to a bin at the side of the road.

The unknown man was captured on CCTV rushing across the road to discard the bag next to a public bin which was already surrounded by litter.

Now council officials are asking the public to 'name and shame' the individual for his deliberate action.

The punishment for fly-tipping can be up to £1,000 in fixed penalty notices.

The video, which was shared by the council on Saturday August 23, was taken from a road in Southall, west London.
