The family of a woman who was killed and dismembered by a psychotic taxi driver because 'God told him to' have said they are 'terrified' after the Parole Board allowed his move to an open prison.
Martin Bell, 55, killed Gemma Simpson, then 23, with a hammer and a knife in 2000 before sawing her legs off and burying her at a beauty spot near Harrogate, North Yorkshire.
He was handed a life sentence at Leeds Crown Court in 2014 and ordered to serve a minimum of 12 years in prison after admitting manslaughter on the grounds of diminished responsibility.
But on Thursday the Board said a panel had recommended his 'placement in open conditions'.
It added the decision was made at a hearing on June 12 after 'considering the circumstances of his offending' and 'the progress made while in custody'.
