Taking into account that there was prima facie material against IAS officers C. Kamaraj and Vallalar, and G. Christhudhas, who were the former Director, Commissioner and Additional Milk Commissioner, respectively, in Aavin, the Madurai Bench of the Madras High Court directed the Directorate of Vigilance and Anti-Corruption to register the case against them and take further action.
The court was hearing the petition filed by G. Christhudhas, who was placed under suspension and not allowed to retire from service. The petitioner was facing disciplinary proceedings for having caused ₹1.75-crore loss to the milk societies.
Justice B. Pugalendhi observed that the materials placed before the court were disturbing. A fraud had been played in procuring registers for cooperative milk unions. The unions were procuring milk from its members and supplying it to Aavin. It was established by taking note of the development of Amul, a similar cooperative movement in Gujarat.
Though both were similar cooperative movements for the procurement of milk and sale dairy products, there was a huge difference between Aavin and Amul in procurement of milk and its turnover. The reasons for this setback could be easily found out from the case. It might be mostly due to the corruption prevailing in the department, the court observed.
