France, Saudi Arabia say Palestinian state should be prerequisite for peace process

An international conference on the two-state solution sponsored by France and Saudi Arabia is expected to discuss the idea that the establishment of a Palestinian state should be a precondition for any peace process with Israel, rather than a result of such a process, according to a policy document drafted for the conference that was distributed to UN member states.
