Wars are being waged around the world without respecting rules and flagrantly infringing human rights, President Sergio Mattarella said Thursday.
"Serious attacks underway in many parts of the planet are dramatically affecting fundamental human rights," he wrote in a message sent to the President of the Italian Society of International Law and European Union Law.
"Force is increasingly being proposed as the measure of relations between states, rather than law.
"Civilian populations are victims of armed conflicts without rules and without measure, in open violation of international humanitarian law".
